Santa Clara County Releases RFP for Mental Health PFS Program

The County of Santa Clara released a Request for Proposals (RFP) to identify an agency to head a Pay for Success (PFS) program that serves frequent users of the County’s mental health system through an evidence-based intervention. The intervention will aim to improve health outcomes and reduce the number of emergency and inpatient acute psychiatric hospitalizations, ensuring frequent users are stabilized in community-based, less restrictive environments. Outcome metrics for this program include bed days purchased from contract psychiatric hospitals, utilization of Emergency Psychiatric Services, and efficiency of bed use in the Barbara Arons Pavilion. This PFS initiative is the first in the U.S. to target mental health and the second PFS initiative in the County. Third Sector Capital Partners will be providing support for this project.

Proposals are due on February 17, 2015 and the County will host a Pre-Proposal Conference on January 9, 2015 from 10:00 am to 12:00 pm. The full RFP, including the Pre-Proposal Conference location, is attached.
